The Minnetonka Mills Library (also known as the Burwell School Library) opened in the late 1800s or early 1900s. The library may date to an 1876 community library run by C.M. Loring from his mill office. About 1914, the Citizenship Committee of the Christian Endeaver Society rented the upstairs of a local store to serve as a library, and Louise Burwell became the librarian. After this library was destroyed by fire in 1917-1918, the library moved to a small house near the town hall. As the collection's had been lost in the fire, the Minneapolis Public Library sent books to replenish the library. The library soon moved to the newly constructed school building. When the Hennepin County Library was formed in 1922, Minnetonka Mills became one of its first branches.

In 1963, the growing Hopkins School District reclaimed the classroom space in Burwell School used by the library. The library closed briefly until adequate replacement space could be found. The library moved to the school's former gymnasium. Community and library leaders began discussing alternative library locations, and in 1967 the Minnetonka Library replaced Minnetonka Mills.
