Description of Contents
The collection contains administrative and organizational records of NorthPoint Health and Wellness Center and its predecessor, Pilot City Regional Center. Materials include meeting minutes, subject files, administrative files, newsletters and publications, newspaper clippings, financial and grant files, building plans, photographs, and films. The bulk of the materials document the creation and early administration of Pilot City from 1967 through the 1970s. Detailed comprehensive health services applications in the Minneapolis Health Department Files and monthly reports in the General and Administrative Files are good access points for the collection. Additional descriptions available at the series level.

History
NorthPoint Health and Wellness Center is a community health and human service agency located at 1313 Penn Ave. N in the Near North community of Minneapolis, Minnesota. The center, originally known as Pilot City, was one of the original Neighborhood Service Program sites established by the federal government’s War on Poverty program in the 1960s. In collaboration with Hennepin County, NorthPoint provides health care and social services to the north Minneapolis community.
The Pilot City Program was initiated in 1967 by the City of Minneapolis as part of its Decision ’67 action plan. The city’s plan to address needs on the north side coincided with President Lyndon Johnson’s War on Poverty and Great Society programs, and Pilot City became one of 13 Neighborhood Service Program sites established nationwide. Neighborhood Services Program sites, including Pilot City, integrated services from multiple federal agencies to better serve low-income communities. Early services provided by Pilot City included health care, housing, employment, and education assistance. Implementation of the Pilot City Program was overseen by the Technical Advisory Committee to Implement Community Services, Inc. (TACTICS), which included representatives from community agencies and elected community members. In 1973, after a reduction in federal funding, Hennepin County took over the Pilot City project.
As Pilot City’s funding and services changed, it moved and grew accordingly. The former Beth El Synagogue at 1349 Penn Ave. N was Pilot City’s first permanent home. In the 1970s, the Pilot City Neighborhood Services Center was constructed next door, while medical services remained in the renovated synagogue. The former synagogue was demolished and a new health center constructed in the 1990s. A new building on the site of the 1970s Neighborhood Services Center will be completed in the 2020s.
In 2004, Pilot City changed its name to NorthPoint Health and Wellness Center.

Arrangement
There was no clear original order to the collection, and five series were created during processing: TACTICS Files, Minneapolis Health Department Files, General and Administrative Files, Building Plans, and Photographs and Audiovisual Media. The TACTICS Files and General and Administrative Files are further divided into subseries. Within series, materials are arranged alphabetically then chronologically.
Donor Information
This collection is drawn from three sources. Original materials were acquired by library staff from various sources over many years as accession 2000.170. Additional materials were donated by NorthPoint Health and Wellness Center in April 2019 as accession 2019.12, February 2020 as accession 2020.03, January 2022 as accession 2022.03, and June 2023 as accession 2023.30.
Processing Information
The collection was previously titled Collection on Pilot City Regional Center and consisted only of accession 2000.170. Jenna Jacobs added accession 2019.12 and reprocessed the collection in December 2019. Most materials from the original collection (accession 2000.170) are now in the TACTICS Files series. Reports and newspaper clippings were moved to the General and Administrative Files series.
Michael Valdez added media materials from accession 2020.03 (print and digital photographs, VHS and audio cassettes, negatives) and updated finding aid in January 2023. Electronic files from accessions 2020.03 and 2022.03 were added by Jenna Jacobs in February 2023. Electronic Files from accession 2023.30 were added by Jenna Jacobs in August 2023. Processing was financed in part with funds provided by the State of Minnesota from the Arts and Cultural Heritage Fund through the Minnesota Historical Society.
