History
In 1974, the Minneapolis Park and Recreation Board proposed the development of a neighborhood playground and a shelter building in the Victory Neighborhood. The playground was built upon 1.9 acres of property leased from and adjacent to Loring Elementary School as part of the city’s 5-year Capital Improvement Program. A Victory Neighborhood Park Planning Committee was formed in March 1976. Floyd Scott and Janice Keller served as co-chairs. On December 14, 1976, the design program developed by the committee was approved by the City Council and the Board of Estimate and Taxation. The Victory Park project begin construction in 1977 and was completed in 1978.
